Fix a PDF where you cannot select or copy text
Published 2026-10-23 · How-to
You try to select a sentence to copy it, and nothing happens: no text is highlighted, or the copy option is greyed out. This is one of the most frustrating things about PDFs, but it is almost never a broken file. A PDF either has its text stored as real text, or it is a picture of text, and understanding the difference tells you exactly how to fix it.
Why some PDFs will not let you select text
A PDF can carry text as selectable characters, the way a word processor does, or as a picture of the text with no characters underneath. If the file is a scan or was created from a photo, there is no hidden text layer to select, so the viewer has nothing to highlight. The other block is a permission setting in the file that disables copying. Both are fixable, and the fix is different, so the first step is telling the two apart.
Symptom one: the cursor never becomes a text tool
If you move over the page and the cursor stays as a hand or arrow instead of turning into the I-beam text tool, the page is almost certainly a scan or an image with no text layer. The words are pixels, not characters, so there is nothing to select. The answer is to recover the actual text, exactly the situation covered in extracting text from a scanned PDF and editing text inside a scanned PDF.
Symptom two: text selects but Copy is blocked
When you can highlight the words but the Copy command is greyed out or does nothing, the file is blocking copying through its permissions. This is a restriction placed on the document, not a problem with your software. If the paper or the document is yours, the unlock PDF tool removes the copy and print restrictions so you can work with your own file freely again.
Turn a scanned PDF into real text
For a scan with no selectable text, run the PDF to text tool to read and reconstruct the words as a real text layer. After that the document can be selected, searched and copied like any normal PDF. The result stays accurate for clean printed pages, and for handwritten or poor quality scans the same guide to OCR from scanned pages walks through the limits.
When the file itself is damaged
A less common reason for odd selection behavior is a damaged PDF where the text data is present but the file is corrupted, so viewers fail to build the text layer. In that case the reliable move is to rebuild rather than repair. The PDF will not open guide covers the signs of a broken file, and regenerating the document from the source or an exported version restores clean text.
Copy what you need and move on
Usually you do not want to alter the whole archive, just grab the text you need. For a quick job, run the pages you care about through PDF to text and paste the result, or open the file in Google Docs to edit it directly. If you export a new editable version and plan to share it, protect the PDF afterwards so the corrected file stays the way you intended.
